Country status
in brief

Togo ratified the UNFCCC in
March 1995. The country has developed and submitted its Initial National
Communication (INC) in December 2001, its Technology Needs Assessment in
2003 and its National Capacity Self Assessment in 2008. The National
Adaptation Programme of Action for Togo has been finalized and is
awaiting endorsement by Cabinet for submission to the UNFCCC
Secretariat. Climate Change studies have identified five priority areas
for the country: Agriculture, Water Resources, Human Settlements,
Ecosystems and Health. |

CC DARE
stakeholder consultation |
The CC DARE team conducted
an inception mission to Togo from the 29th of June to the 2nd of July
2009. The objectives of the mission were to increase awareness of the CC
DARE programme among main stakeholders involved in climate change
adaptation in Togo. Consultations with national stakeholders and
development partners were held in order to scope potential initiatives
for support through CC DARE, and determine how CC DARE can contribute to
national adaptation priorities, in the context of other programming
initiatives supported by UNEP, UNDP and other bilateral and multilateral
development partners. |

Linkages to
other initiatives |
The CC DARE programme lies
within the scope of existing and planned climate adaptation and related
activities in Togo, as identified in the Strategic Document on Poverty
Reduction, the Initial National Communications (INC), the National
Capacity Self Assessment (NCSA), the National Adaptation Programme of
Action (NAPA), as well as in the ongoing development process of the
Second National Communications (SNC) of Togo. |

Proposals
submitted |
Following the inception
meeting, the following two projects proposals were submitted to the CC
DARE team:
1. “Renforcement
des capacités techniques des organisations de la société civile
togolaise et des acteurs du secteur privé sur les changements
climatiques ONG". Les Amis de la Terre-Togo
(Strengthening the technical capabilities
of the Civil Society Organizations (CSOs) and the private sector of Togo
on climate change by Togo Friends of the Earth NGO).
2.
“Réhabilitation de retenues d’eau dans la Région des Savanes au profit
des groupements de femmes et de jeunes". Ministère d’Etat chargé de
l’Eau de l’Assainissement et de l’Hydro-villageoise/Direction de
l’hydraulique villageoise.
(Rehabilitation of water reservoirs in
the Region of Savanna for the benefit the youths and women groups by the
Department of Village Water Supply under the Ministry of Water
Sanitation and Village Water Supply of Togo).

Projects
selected |
The two projects listed
above were selected after review and revision of the original proposals.
They are currently in their initial phase of implementation.
Following activities are planned under the Friends of the Earth project:
- Sensitization of 125 NGO Associations and private sector actors on
climate change
- The production of a documentary film on climate change
- Production of posters and commercial broadcast;
- Sketches on climate change
- Organization of public and televised sensitization meetings;
- Radio broadcasts.
The results expected under the Water Resource project include:
- Representative populations and local elected officials have a better
understanding of the impacts of climate change and are fully involved in
the implementation of adaptation to climate changes measures.
- Two selected water reservoirs are rehabilitated and exploited.
- Women and youth are better prepared to adapt to risks and impacts of
climate changes in agriculture and biodiversity, and the potential for
an increase in household income is improved.
- The exodus of migrant from affected regions is gradually reduced.
- The estimated cost of rehabilitation of water reservoirs and related
work is known;
- Based on the known costs of rehabilitation, an investment plan for the
rehabilitation of all water reservoirs in the Savanna and Kara Regions
of Togo is developed;
- A project proposal for the implementation of the investment Plan is
developed and submitted to the Government of Togo and development
partners, for support and implementation.
